Biden has asked Congress to approve $3.3 billion in security assistance for Afghanistan next year and is sending 3 million doses of vaccines there to help it battle COVID-19.
"It's not hesitancy. It's lack of vaccines. And the situation in many low-income countries, especially Africa, it's very worrisome," Tedros Adhanom Ghebreyesus said.
The new measures come as Russia has seen an explosion of new cases since mid-June driven by the highly infectious Delta variant first identified India.
