"We do not seek to replace the UEFA's Champions League or the Europa League but to compete with and exist alongside those tournaments," the letter read.
The ultimate goal of the reforms is to increase broadcast rights for the competition to satisfy cash-hungry leading European clubs and end the threat of a breakaway Super League.
The news led to calls from Serie A president Paolo Dal Pino for at least 1,000 fans to be allowed to attend league matches before the season ends in May.
Gravina said he was optimistic that fans would soon be allowed into stadiums after he had a meeting with the Undersecretary for Sport, Valentina Vezzali.

UEFA added that it hadn't finalized plans to accommodate fans inside stadiums, as the deadline for the submission of plans has been moved to early April.
In a statement, UEFA confirmed the game would, "on an exceptional basis", restart from where it was stopped on Wednesday at 1755 GMT, "with a new team of match officials".
Governing body had banned City from European competition for two years after ruling they had breached Financial Fair Play (FFP) regulations but City won an appeal last month to have that verdict and sanction overturned.
