"We wanted a bit more time to see the evidence that our vaccines have helped to break the link between disease and death," Johnson said at a news conference.
"We will move away from legal restrictions and allow people to make their own informed decisions about how to manage the virus," Johnson said in a Downing Street news conference.
"I didn't want people to feel that this is, as it were the moment to get demob happy... it is very far from the end of dealing with this virus," Johnson said at a news conference.
Johnson has previously warned that the swift spread of the B.1.617.2 variant of concern first identified in India could derail his plans to end England's COVID restrictions on June 21.
"I can see nothing in the data at the moment that means we can't go ahead with step four, or the opening up on June 21st, but we've got to be so cautious."
The number of doctors -- 2.8 per 1,000 people -- is also "well below EU averages", while Britain has the second-lowest number of hospital beds in Europe.
The Daily Mail newspaper said Johnson said at an October meeting at Downing Street: "No more ****ing lockdowns - let the bodies pile high in their thousands."
"The Cabinet Office is commissioning an independent review on behalf of the prime minister to establish the development and use of supply chain finance and associated activities in government and the role Greensill played in those," he told reporters.
This independent review will also look at how contracts were secured and business representatives engaged with government. It will be led by legal expert Nigel Boardman.
Local police said bricks, glass bottles and eggs were thrown at police late on Friday evening after a protest on Friday afternoon turned sour in the late evening.
Bristol has been a centre of protests against a government bill going through parliament that would give police new powers to restrict street protests.
"I've always had the highest admiration for the Queen and the unifying role that she plays in our country and across the Commonwealth," he told.
"As for the rest, all other matters to do with the royal family, I've spent a long time now not commenting on royal family matters and I don't intend to depart from that today."
"That's the data we're having to look at and really work out what is going on," Johnson said.
"What people don't want to see is you know just being forced into reverse - we don't want to do you know a reverse ferret - let's take it at the right pace," he said.
Under new border restrictions, people arriving from countries where coronavirus variants are spreading will have to pay for 10 days of quarantine in hotels.

"I think we will have to get used to the idea of vaccinating and revaccinating in the autumn as we come to face these new variants," Johnson told parliament.
"I'm becoming more and more obsessed with what we can do," Johnson said, adding that the green agenda provided an opportunity to aid economic recovery from the COVID-19 pandemic.
"We will be bringing in measures to ensure that we test people coming into this country and prevent the virus from being re-admitted," Johnson told a press conference.
