Punjab Chief Secretary Javed Mehmood has said that Punjab government is continuously striving to upgrade the living standard of the people of the province, therefore it is emphasising on improving governance, better service delivery, well-conceived development projects and pro-poor initiatives.
He stated this in a policy framework and plan of action delineated for the provincial administrative machinery, disclosed an official here on Thursday. The Chief Secretary also said in all these areas, there is a lot of room for improvement, which needs to be brought about on priority.
"Administrative departments at provincial level are primarily meant for policy making as such there is a need to adopt a holistic approach and develop a short term as well as medium term policy framework, without losing site of long term strategic objectives," he added.
He directed that all administrative departments should come up with their plans of action for improvement in the stated areas of focus and such plans have to be finalised and submitted within 10 days. "The plans of action should consist of brief policy paper, outlining key areas of existing and proposed policy, which the department intends to adopt or has started implementing.
All special initiatives proposed to be started by the department in short and medium areas. All projects, programmes and donor-funded initiatives should be incorporated in the policy framework and any special resources requirement beyond normal funding should also be worked out. All legal regulatory and institutional changes and business process re-engineering required for this purpose should be outlined as part of the logical framework.
Policy objectives to be targeted in short and medium term. Specific goals aimed at achieving the stated objectives. List of plans, activities and tasks proposed to be undertaken for realisation of those goals along with their timelines as well as detailed work breakdown structures. The Chief Secretary also said after submission of the policy paper and plan of action, administrative secretaries would ensure immediate implementation.
