Garcia will return to his boyhood club on a deal until the end of the 2025-26 campaign after three years at City and follows striker Sergio Aguero in making the switch from Manchester to the Camp Nou.
"It's always a great time to join Barca. The president has set us on an upward path, full of youth and experience.
Messi's current contract expires at the end of June and he is free to discuss a move to another club, but media reports on Tuesday suggested an agreement was imminent.
"Talks are ongoing with Messi's people and, as I said, they're going well. We hope to keep making progress. It's not done but we know that Leo wants to stay.
The withdrawal deals a fresh blow to the GSMA industry association that hosts the event, which was cancelled last year at the last minute while this year's edition was pushed back to the end of June to maximise its chances of happening.
"At the present time, we still do not believe it is justifiable to take this risk for a large number of our employees," the Bonn-based group said in a statement issued to Reuters.
UEFA opened disciplinary proceedings against Barca, Real and Juve on Tuesday, prompting the three clubs to issue joint statements saying they would not bow down to pressure from the governing body.
"I've told (UEFA president Aleksander) Ceferin that we aren't going to say sorry. And we don't plan on paying any sanction," Laporta told a news conference on Friday.
"It's never fun to lose matches, and in that moment it's extra disappointing when one doesn't contribute to the extent that one can because of injury, the body doesn't work - the disappointment is bigger, the frustration," the 26-year-old told Reuters.
"It's never fun to lose a final, so on Sunday I'm going to do all I can, because it's our turn to win."
Simeone, however, insisted he would not change his usual set-up for a more attacking one.
"Sometimes it's gone really well and sometimes it hasn't. We don't change a lot. We'll try and play using the good points of how we've been playing up to now.
"The financial incentive for the clubs is plain to see, with a multi-billion dollar package at the heart of the scheme, albeit it would forever break the integrity of the club game," said Neil Wilson, chief market analyst at Markets.com.
"When you are 3-1 down it looks like we are already out - it means we have not a lot to lose. The result showed they were better than us but it's only the first half," Klopp told reporters.
"Football is football, anything is possible," Klopp added on the possibility of a comeback. "We speak about results but for me, the performance is much more important. We have to play like ourselves.
Real Madrid, who have topped the list five times in the past, edged Barcelona 2-1 in 'El Clasico' on Saturday but find themselves second best off the pitch with a valuation of $4.75 billion.
"The pain is far from over, with a worsening decline in matchday revenue during the current season, as most of the teams in Europe's top leagues still permit few fans to attend games," wrote Forbes' assistant managing editor Mike Ozanian.
Dembele, who has three goals in 21 La Liga appearances for Barca this season, won the last of his 21 caps in a 2-0 defeat against the Netherlands in the Nations Cup in November 2018.
"He is still a young player. He has not been spared by injuries," coach Didier Deschamps told a news conference after naming the 23-year-old in a 26-man squad.
Lionel Messi scored a stunning equaliser to make it 1-1 on the night in Paris, but his penalty was saved on the stroke of halftime with the scores level, meaning what could have been a blockbuster second half turned into a non-event.
More than the number of misses, it is perhaps the size of the games that they occur in that sets alarm bells ringing.
Garcia deserved an equaliser soon after for his first touch alone, a sumptuous cushioning of a long ball forward, but Ter Stegen was again there to deny the finish.
Spaniard Guardiola spent trophy-laden seasons with Barcelona and Bayern Munich before joining City ahead of the 2016-17 season and has since guided them to two league titles, three League Cups and the FA Cup.
"I had incredibly hungry teams in my career, lucky to be together in Barcelona and Bayern. To do what we've done in these four years, still winning ... these guys have something special," Guardiola told reporters.
The figures, published twice annually following each transfer window, dictate how much teams can spend on players, coaches, support staff and their youth teams.
League leaders Atletico Madrid, meanwhile, must make savings of 35.4 million euros to meet a new budget of 217.3 million.
The arrests were made amid the on going investigation into ‘BarcaGate’, in which club officials were accused of launching a smear campaign against current and former players who were critical of the club and then-president Bartomeu.
The club also confirmed the development stating that Mossos d’Esquadra entered Barcelona's stadium in a search and seize operation.
Lyon boss Garcia then got involved by saying it was rich of Koeman to criticise PSG for talking about the prospect of signing Messi after he had spoken openly of Barca's pursuit of Lyon forward Memphis Depay.
I don't know why PSG are doing this (talking about Messi) but if they want to talk about Leo, they can.
"I discussed resting Leo with him yesterday and we agreed we would bring him on if we needed him. He came on and changed the game, he brought life to our play," he said.
Garcia, 20, came through Barca's academy before leaving for City in 2017 but has run down his contract and has not featured for Pep Guardiola's side in the Premier League since late November.
I'm sure he'll come for next season and if it's not possible in January then we'll accept that and move on.
