The Central Development Working Party (CDWP) of the federal government has given its affirmative nod to Sindh Coastal and Inland Community Development Project coasting $0.814 million for the Coastal Zone of Sindh. The concept paper for the project, to be completed by January 2005, was prepared by Sindh Coastal Development Authority (SCDA) involving ADB contribution totalling $0.650 million, while $0.164 million will be born by the Sindh government. The SCDA will be the executing agency of this project, which aims at developing a Project Precatory Technical Assistance (PPTA) for the Sindh Coastal and Inland Community Development Project.
The technical assistance, which would be a multi-sector approach study form development of agriculture land at up-gradation of fisheries and aims to develop physical and social infrastructures to raise income and improve social conditions in selected coastal areas of Thatta and Badin districts.
The project sector will cover institutional requirements for project investments and identify investment components in doing rehabilitation of roads, jetties, village infrastructure, community development, micro credit, poverty alleviation, a green revolution through oil palm and coconut plantation in coastal areas of Sindh.
The investment in projects will be identified on the basis of feasibility study through PPTA of ADB.
The magnitude of problems in coastal areas of Sindh, as per SDCA required that an assistance programme be arranged to develop a coastal zone management approach to benefit the larger population of the area. The proposed TA, as per SCDA's concept paper, envisages to cover coastal districts of Sindh, where the estimated poverty within project areas exceeds 80 percent.
The TA will focus to build coastal fisheries and other related resource management institutions through replication of successful approaches for implementation of policies, effective use of management intervention, which shall result in improved sustainable livelihood and enhance rural resources management for poor coastal communities.
The project will also include mangrove restoration, aquaculture development, inland fishing, marketing, post harvesting, fish catch and its preservation, community mobilisation, micro credit, education, health, communication access by linking creeks with road networks, small desalination plants, alternative energy in the shape windmill/solar hybrid system, hydrogeological exploration of underground sweet water, poverty alleviation through oil palm and coconut plantations, awareness of environmental protection etc.
