The wearing of helmet has been made mandatory in the province in view of bad condition of the roads. Chief Secretary Punjab submitted this in his reply to a petition filed against restriction of wearing helmet by the motorcyclists. He also suggested the court to seek opinion of the experts for just decision of this appeal. The court adjourned the proceedings in the petition till June 06, and directed the petitioner to submit his rejoinder to the reply submitted by Chief Secretary Punjab.
The Chief Secretary also contended in his reply that the head injuries are suffered by only a few persons as compared to other bodily injuries suffered by a large number of persons, but the head injuries are deemed as more severe and fatal for human life as compared to other bodily injuries.
He also contended that wearing of helmet is mandatory under provisions of motor vehicles ordinance both for motorcyclists as well as for the persons who sit behind them as a pillion rider.
However, the government has taken a lenient view for the convenience of women, children and the old aged persons and wearing of helmets has been made optional for them by giving a concession.
