imageISLAMABAD: Chairman Senate Raza Rabbani on Tuesday proposed to the government to use article 89 of the Constitution sparingly and go for legislation through the Parliament.

The Chairman passed these comments after the Minister of State for Parliamentary Affairs, Aftab Sheikh presented five ordinances to the House for legislation and turning them into laws.

These ordinances included the Safeguard Measures (Amendment) Ordinance 2015; the Countervailing Duties Ordinance 2015; the Anti-Dumping Duties Ordinance 2015; the National Tariff Commission Ordinance 2015; and the General Elections 2013 Inquiry Commission Ordinance 2015.

The Chairman stated that National Assembly has already sent six bills to the Upper House for legislation. Therefore, Parliamentary legislation should be encouraged.

These ordinances are being considered as bill and referred to standing committee concerned of this House for deliberation, he stated. The Chairman however asked the Minister of State for Parliamentary Affairs to guide the government to desist from using article 89.

It is worth mentioning that article 89 of the constitutions pertains to Presidential powers to promulgate ordinances.
