A draft General Council decision text submitted with the letter says the waiver should last an as yet unspecified number of years and be reviewed annually.

China, the European Union, the United States, South Korea and Japan are the top five subsidisers - with Beijing and Washington at odds over details over this issue.
The nominations process began earlier this month to find a successor to Brazilian Roberto Azevedo, who will vacate the post a year early at the end of August.
In its annual trade forecast issued in April, the WTO forecast that volumes would contract by between 13 percent at best and 32 percent at worst in 2020.
