The motion earlier this month to question Sheikh Sabah, premier since late 2019, was supported by more than 30 MPs in the 50-seat assembly in which the opposition made gains.
Prime Minister Sheikh Sabah al-Khalid al-Sabah must submit the resignations to the OPEC member state's ruler, Emir Sheikh Nawaf al-Ahmed al-Sabah, for approval.
CGC said the government submitted its resignation "in light of developments in the relationship between the National Assembly and the government", but did not elaborate.

Sheikh Nawaf, who took over the reins of the OPEC member state in September after the death of his brother, has asked Sheikh Sabah to nominate members of a new cabinet for approval by the emir.
The United States and Kuwait have been working to end a row that has seen Saudi Arabia, the United Arab Emirates, Bahrain and Egypt sever diplomatic, trade and travel ties with Qatar since mid-2017. Washington says it wants a united Gulf front against Iran.
The countries include India, Pakistan, Egypt, the Philippines, Lebanon and Sri Lanka - all countries with large populations in Kuwait. The list also includes China, Iran, Brazil, Mexico, Italy and Iraq.
