ISLAMABAD: The Federal Board of Revenue (FBR) has implemented a new Appeals Management System (AMS) to monitor the decisions of the Commissioners Appeals across the country, expediting processing of pending appealss on national level.

 

Sources told Business Recorder here on Sunday that the FBR Member Legal Aqil Usman would launch the appeals system at Lahore on Monday (December 10) where several Chief Commissioners of Large Taxpayer Units and Regional Tax Offices would attend the ceremony. The ceremony would also be attended by senior FBR officials and a presentation would be made by officials of Pakistan Revenue Automation Limited (PRAL).

 

The FBR will inform the Chief Commissioners about the functioning of the AMS and its effective utilization for reducing pendency at the level of Commissioners Appeals. Similar functions would also be held in Karachi and Islamabad to launch the AMS in all parts of the country.

 

The AMS would enable the FBR Legal Wing to electronically monitor the performance of the Commissioners Appeals. The Commissioners Appeals would feed the data in electronic format pertaining to the appeals filed by the taxpayers and the system would be supervised by FBR Legal Wing.

 

It is a major breakthrough in the appeals management process as so far, the performance of the Commissioners Appeals is not being monitored on daily basis. The AMS would also be instrumental in guiding the FBR Member Legal about the trends in decisions of the Commissioners Appeals and number of cases decided in favour of the tax department.

 

Sources added that personal efforts of FBR Member Legal has resulted in equipping the Board with the latest electronic system i.e. AMS to reduce pendency and increase revenue collection through early disposal of cases pending at the level of judicial fora. This initiative of Aqil Usman would also help the policy makers to recommend changes in tax laws keeping in view the legal implications of day-to-day decisions made by Commissioners Appeals in the field formations. Moreover, FBR Legal Wing would also be in a position to guide the Commissioners Appeals on crucial issues having revenue implications, sources added.
