The federal government released Rs 3.871 billion for the development projects under Karachi Package during the financial year ended on June 30, 2019 against the allocated amount of Rs 5 billion, showing a shortfall of Rs 1.12 billion.
Under Karachi Package, the development projects in infrastructure and social areas have been planned in the city, which is facing huge infrastructure problems. Previous federal government led by Pakistan Muslim League-Nawaz (PML-N) announced Rs 25 billion Karachi Package to overhaul the infrastructure and provisions of basic amenities to the citizens of the metropolis.
Previous government announced the project on the demand of Muttahida Qaumi Movement-Pakistan (MQM-P), which voted in favour of Shahid Khaqan Abbasi for the election of prime minister after Nawaz Sharif's ouster under a court ruling.
Karachi Package, however hit the snags after the change of government in the center despite the fact that MQM-P, which was instrumental in this package, is part of coalition government led by Pakistan Tehreek-e-Insaf (PTI). According to details of releases for the Karachi-based development projects, Green Line Bus Project also faced the shortfall in receiving the funding from federal government as Rs 6.154 billion were released by the end o financial year 2018-19 against the allocated amount of Rs 8.792 billion. Total cost of Green Line Projects stands at Rs 24.641 billion.
Green Line Bus project is part of mass-transit projects to resolve the public transport issue and was launched by the previous government of the PML-N. The federal government also released Rs 497 million for Greater Karachi Sewerage Plant (S-III) Karachi out of Rs 862 million allocated in the current financial years' PSDP.
For Greater Karachi Water Supply Scheme (K-IV), government didn't release a single penny in the entire financial year. A total of Rs 600 million were allocated for this project in PSDP of last financial year. The project is being carried out jointly by federal and Sindh governments on 50:50 cost sharing.
Government released Rs 500 million for establishment of combined effluent treatment plant for industrial areas out of 1000 million, set aside in PSDP as part of its 33 percent share in the project.
In education sector, for construction of hostel and academic infrastructure in Shaheed Zaulfiqar Ali Bhutto University of Law, government released full amount of Rs 50 million, earmarked in PSDP. Likewise, total allocated amount of Rs 200 million for Development of Sindh Madrasatul Islam Campus education were released. The allocated funds of Rs 75 million for improving academic facilities at University of Karachi has been released.
The government released the full amount of Rs 30 million allocated for Strengthening of Dawood University of Science & Technology. The government also released the allocated amount of Rs 10 million, set aside in PSDP for installation and operation of municipal waste water treatment plant at peripheral area of Mazar-e-Quaid. The allocated amount of Rs 393.620 million for Lyari Expressway Resettlement Project was also released.
