Khyber Pakhtunkhwa Governor Sardar Mahtab Ahmad Khan said that the main objective of each and every project should be the improvement of quality of the land of FATA, so that militancy and poverty stricken agencies should be benefited. The Governor also announced 1.8 billion rupees for starting Area development projects in Bajaur and Mohmand Agencies.
The Governor emphasised that multi sector master planning should be developed, which should be based on needs of the people of FATA in multi sectors ongoing schemes/projects. The Governor also directed that all relevant authorities should play their effective role and field visits should be done to know about the achievements and weaknesses in ongoing projects. The Governor has instructed the concerned authority to complete the project before 30th June 2015.
He expressed these views while chairing a high level meeting to review the performance of Directorate of Projects, Planning and Development Department, FATA Secretariat held at Governor House on Friday. A detailed briefing was also given to the Governor from the officials of FATA Secretariat. Besides Additional Chief Secretary FATA Azam Khan, Principal Secretary to Governor Dr Muhammad Fakhar e Alam, other officials also attended the meeting.
Talking on various points, the Governor was of the view that there is a need to evaluate each and every project through active involvement of the respective political authorities in each tribal agency. The Governor was also briefed on overview of Donor Assistance, Projects in pipelines and monitoring mechanism. It has mentioned that co-ordination and programming for external economic and technical assistance with donor agencies is possible through Federal Government. Post Crisis Needs Assessment (PCNA) which was initiated in 2009 with the assistance of ADB, & EU & World Bank in order to address post crisis governance and service delivery issues was also discussed. Moreover, the role of other donor agencies like Multi-Donor Trust Fund (MDTF) and Tribal Areas Rural to Urban Centre Conversion Initiative (TARUCCI) were also discussed.
The Governor was apprised in briefing that percentage share in investments in projects by Government of Pakistan is 84% whereas Multi-Donor Trust fund only contributed 16%. He urged the international community to come forward for focused work which can benefit people of FATA in real sense. Moreover he said standard and good models for projects should be examined and achievements and good points should be taken from them in order to avoid error and mistakes.
The Governor emphasised that need assessment interventions in tribal areas should be done soon, as people of FATA cannot afford any delay. The Governor further desired that officials of the projects should be in co-ordination with the administration of FATA in order to make evaluation of the system trust worthy. The Governor also desired to ensure constant review of pace of progress, quality of work and efficient utilisation of resources in respect of donors funded projects which are being materialised through non-government organisations in FATA.
