The provincial legislators on Friday unanimously voted to adopt an amended Bill, 'The Sindh Differently-Abled (Employment, Rehabilitation and Welfare) 2014'. The Bill is aimed at regulating matters relating to employment, rehabilitation and welfare of physically challenged persons in the province, according to the statement of objects and reasons which Sindh Parliamentary Affairs Minister, Dr Sikandar Mandhro, tabled during the Sindh Assembly session.
The Bill constitutes a council to carry out regulations to provide jobs, welfare and treatment to physically challenged persons, which will have 14 members from different government departments with a chairman from Sindh Social Welfare Department. The council will execute the government's policies, undertaking various projects, carrying out surveys to find and help those persons desiring to be rehabilitated, besides reserving seats in academic institutes and providing training to such people. The Bill also reserves two percent job quota in the government departments for the physically challenged persons on the equal terms applied to normal persons.
The differently-Abled persons may get them registered with employment exchange or district officer social welfare for attaining jobs or rehabilitation. Thus, the employment exchange or district officer social welfare will refer eager persons to the council.
The treasury also introduced four government bills, including 'The Sindh Board of Technical (Amendment) Bill, 2015, 'The Thar Development Authority Bill, 2015', 'The Kohistan Development Authority Bill 2015' and The Sindh Arms (Amendment) Bill 2015. Besides, the Speaker announced Governor Sindh's assent to 'The Sindh condominium Bill 2014'.
