Whistleblower Pakistan has pointed to the violation of rules in processing of Karachi-Lahore Motorway, Hyderabad-Sukkur 296 KM, and Khanewal-Lahore 276 KM on BOT basis. In a letter sent on June 21 to the Chairman, National Highway Authority (NHA), Islamabad, Chairman, Whistleblower, Syed Adil Gilani has further drawn his attention to the fact that the NHA has not yet posted the "pre-qualification" document on its website.
"This act of the NHA is a violation of the terms of the CDA advertisement, which states that "interested parties may obtain pre-qualification (PQ) questionnaire from the NHA against a (non-refundable) fee of Rs 3,000/- (equivalent to US $30) or may download from the NHA website: www.nha/gov.pk ".
Another irregularity, he said is that NHA is also violating the PPRA and NAB directives dated January 8, 2014. NAB in consultation with PPRA had issued the directives, vide its letter No 5-2 (75) Pre/ A & P/ NABHQ/ 2013 dated January 8, 2014 that all procuring agencies should make available the bidding or prequalification documents and other related communication in downloaded format, for any interested bidder or party, at their website to use these documents for submitting bid(s) with admissible tender fee, if any, paid in bank as prescribed by the procuring agency.
"The above information is forwarded for the purpose of avoiding mis-procurement charge under Rule No 50, and with the request to re-invite the pre-qualification under the prescribed procedures or issue a corrigendum and extend date accordingly. Whistleblower Pakistan is striving for across the board application of Rule of Law, which is the only way to stop corruption.
The copies of the letter have been forwarded for the information and action under the rules and regulations to: Secretary to Prime Minister, Islamabad, Khurshid Shah, Leader of Opposition and Chairman, PAC, Islamabad, Chairman, NAB, Islamabad, Registrar, Supreme Court of Pakistan, Islamabad, and Managing Director, PPRA, Islamabad. In another letter sent to Chairman, Capital Development Authority (CDA), Maroof Afzal on the same date Syed Adil Gilani has referred to the CDA advertisement dated June 6, 2014 for EOI invited for the construction of 24km long, 10-Lane dual, signal free throughway linking Rawat and GT Road with zero point Islamabad.
The CDA has not been able to post the "Request for Proposal" document on its website. "This act of CDA is a violation of the terms of the CDA advertisement, which states that "The RFQ can also be downloaded from Capital Development Authority Islamabad website: www.cda.gov.pk" Another irregularity is that the CDA is also violating PPRA and NAB directives dated January 8, 2014.
