Food, clothing and shelter are said to be the biggest human requirements since God Almighty sent us to the Mother Earth. Centuries passed and as humanity started to swell and beside clothing and food, the love to build an individual shelter for family multiplied rapidly and thus developed a sense of community of human beings living in close proximity to each other.
The growing population boom helped to extend the once small rural dwellings into booming urban centers, a mass of human bodies preferred to live in one socio-economic zone closer to all amenities of life, depending on each other for the safety and security of their lives and properties.
As the growing population started to migrate towards economically thriving urban centers, the unorganised and ill planned constructions stated to create problems for the populace, and the time came to set them straight.
Karachi, was one of the few examples, once a small fishing village housing no more than one hundred inhabitants over the years has become one of the biggest and fastest growing cities of Pakistan.
Karachi, once not so crowded, all of a sudden became a Mega City but with the attendant vices as well, as it is evident from the fact that it couldn't keep-up pace with the mass influx of people toward Karachi. People came in and settled down, stretching it towards all four corners, so much so that the then existing civic amenities and other facilities felt non-existent.
Karachi was being engulfed by the sudden presence of concrete jungle, mostly without basic careful designing and planning.
To add insult to injury land belonging to Social and Cultural for Recreational Facilities and sports grounds, which always play a very important and productive part in creating a strong, positive and healthy nation were stormed by illegal encroachment supported by the land Mafia.
So when all hope is lost, God has His own way of making people see his miracle, this individual and a living miracle came this time in the person of Chief Controller of Karachi Building Control Authority, Brigadier (R) A.S. Nasir, who proved to be not only a blessing in his own sphere of influence, but also a hard working and proud change maker of this city.
Karachi Building Control Authority, which once only existed on papers and due to the lack of a genuine and premier leadership, was in a mess, the administrative structure was non-existent, the employees were ignored up to the extend that their salaries and medical facilities were matters of pending sorrow, in absence of this, Karachi was fighting a loosing battle against encroachers and land grabbers.
Brigadier (R) A.S. Nasir, took charge of this sick organisation and with his personal interest, hard work and devotion turned in into a very active and productive public Service Institution for this city.
During the past two years KBCA has spent millions of Rupees on the development of this City, once a non-significant unimportant organisation, became an ace in the eyes of the people of Karachi who is not only protecting their rights but giving them decent accommodations and dwellings by dictating the law of the few greedy builders, developers, and land grabbers who were needed to be corrected and were ignoring the law.
Brigadier (R) A.S. Nasir Chairman Governor / Chief Minister inspection, inquiries and Implementation Government of Sindh was given additional charge of Chief Controller on 10 August 2002.
In order to exercise full authority, he was given full power of Chief Executive of KBCA. KBCA has shown improvement in all affairs of its professional and administrative responsibilities.
He has done a great deal for the development and progress of not only KBCA but the City of Karachi as well.
Brigadier (R) A.S. Nasir, with his personal interest devotion and hardwork, changed a sick organisation into a most productive organisation of Karachi. Owing to the leadership and guidance provided by Brigadier (R) A.S. Nasir, KBCA has been able to make the following notable achievements.
1. Regularisation Policy
2. Establishment of KBCA Exchange
3. Transport facility for KBCA Employees
4. Purchase of new cars for officers
5. Crusade against Black Mailer & Illegal Land Mafia
6. Hajj & Umra Scheme
7. Inauguration KBCA Website
8. Renovation of KBCA Building especially that of computer and Account Sections
9. Establishment of KBCA Club House
We pray to Almighty Allah to keep Brigadier (R) A.S. Nasir always with us as a guiding light and we may continue to work as a team under his dynamic leadership.
