Islamabad High Court (IHC) on Friday clubbed around 30 petitions filed against recent promotions of civil servants and sought a response from the federal government by May 28. Identical petitions were filed in the IHC by the superseded officers from Pakistan Administrative Service (PAS), Police Service of Pakistan (PSP), Pakistan Custom Services (PCS), Inland Revenue Service (IRS), Secretariat Group, Engineering Service of Pakistan Railways and Medical Group of Pakistan and Railways; and their contention was that they were deprived of promotions from BPS-20 to 21.
IHC had already restrained the federal government from notifying promotions of dozens of civil servants from grade 20 to 21. Appearing before a single-member bench of Justice Shaukat Aziz Siddiqui, petitioners'''' counsel argued that the federal government had constituted Central Selection Board (CSB) for the promotion of civil servants.
A circular dated February 10, 2014 had placed 15 marks at the discretion of the CSB with 5 marks allocated for integrity/general reputation/perception with promotion of anyone securing less than 3 out of 5 to be deferred or superseded by CSB. The remaining 10 marks can be given without taking into account the entire employment record of a candidate through annual performance evaluations.
The counsel further contended that the composition of CSB was not in accordance with regulations. Some are equivalent to BS-21 and should not consider cases of officers to the said grade; and CSB Chairman is an ailing retired government servant of grade 21 who is unable to attend meetings.
