Loss of billions of rupees is incurring due to misuse of the government cars by almost all civil servants after availing the facility under "Compulsory Monetization of Transport Facility for Civil Servants in BS-20 to BS-22" effective from January 2012.
Transparency International Pakistan in a letter sent to the Secretary to the Prime Minister, Islamabad informed him that TI-Pakistan has been receiving complaints about misuse of the government cars by almost all civil servants after availing the facility under "Compulsory Monetization of Transport Facility for civil servants in BS-20 to BS-22" effective from January 2012, implemented vide Cabinet Division Notification No 6/7/2011-CPC Islamabad, the 12th December, 2011.
The civil servants, BPS 20, 21 and 22 who compulsorily availed this facility, after buying the cars at 20% depreciated values/annum, are also drawing transport Monetization, per month: BS-22 Rs 95,910, BS-21 Rs 77,430 and BS-20 Rs 65,960 for payment driver, petrol, maintenance/repair expenditure, insurance/transfer fee etc.
According to the policy, the Principal Accounting Officers are to render a certificate ensuring that all the entitled officers in BS-20 to BS-22, working under him are not using any project vehicle or departmental operational/general duty vehicle or any other vehicle of an organisation or body corporate in his ex-officio capacity, but these civil servants are also keeping more than two/three departmental vehicles at their personal use. The excuse on files for record purpose is mostly that these vehicles are in common pool for operational/protocol needs.
Chairman, TI-Pakistan in his letter pointed out many a time, departments like the FIA and NAB have been given vehicles by departments like the PQA, PNSC, PIA, NBP, WAPDA, NHA, CAA and most of the PSEs whose inquiries are to be processed by these offices, and this is not only illegal use of public funds, but also is blatant case of Conflict of Interest.
Two cases of misuse by Ministry of Finance have been reported as under MOF has been misusing the vehicles of State Bank of Pakistan whose permission to import was refused by the Prime Minister in October 2013 and NAB started action against SBP, NEWS dated October 25, 2013 and National Bank of Pakistan Transparency International Pakistan Letter January 20, 2014, and many of its subordinate departments.
These Bullet Proof Lexus Cars worth over Rs 40 million each, on which action against the SBP and NBP should have been taken by NAB/MOF for violation of the PPRA Rules, are now in Islamabad with Ministry of Finance. The Secretary Finance, and Adviser Finance Board Directors in SBP and NBP respectively, have managed to save culprits from disciplinary action, and in return got shifted both bullet proof Lexus cars to the Ministry of Finance in Islamabad, for their personal use in Islamabad, as pool cars on files. This act of Secretary Finance Director SBP and Adviser Finance Director NBP proves that cats can not be deputed to protect milk.
The misuse of cars is also reported in the FBR and AGP. Four luxury vehicles of 2982 CC to 4663 CC were shown for General/Protocol Duty in Regional Office (Director) of I&I Lahore. Secretary Ports & Shipping has also reported similar case against 12 offices/Ministers of KPT. Most of the Ministers/Ministries in Islamabad are using borrowed vehicles of WAPDA, KPT, PNSC, SLIC, PSO, OGRS, SNGPL, NHA, TDAP, PQA, PIA, CAA, CDA, Customs (impounded/ confiscated cars), etc and in one case drawing 1,500 liter fuel per month for one car.
This plundering of public wealth is going on uninterrupted since last three years from 2012, and billions of rupees of public money has been dolled out illegally by these civil servants and ministers. The Prime Minister, for implementation of his announced policy of "Zero tolerance of Corruption", is requested to take note of this complaint and stop this misuse of cars by anyone.
The Prime Minister is also requested to take action against all those officers and ministers who seem to have committed act of corruption and corrupt practices under NAO 1999, Section 9, sub section iii, iv and vi.
