I am from Karachi myself and I can comment only about Karachi: People have no basic manners here. They will walk around malls/mosques/streets coughing and wheezing and sneezing everywhere and shaking hands but won't wear mask if they are sick or stay at home. More important for folks of Karachi is to pray Jummah at packed Mosque while sick and spreading germs rather than sitting at Home and sparing other people from their germs. This can easily be fixed if Govt. wants - have plain clothed policemen actually patrol streets and malls and Mosques on foot (not just sitting in a group on their pickup) and actually give out hefty fines to people who are sick and are in public place. Also, Pakistani Doctors seem to take covid symptoms in a very relaxed manner - you go to the Doctor and tell them your symptoms and ask if you may have covid and all they say is "no, no, it is a viral wave - flu - going on right now". And finally, Government should run public education campaigns against hand shaking - it is a very bad idea for people coming from outside - with dirty hands - to shake hands with others.
