The behaviour of opposition members during budget speech in KP assembly was very astonishing, while comparing with the parliamentary norm of shouting by opposing MPs to cause pandemonium in the house.
The hour long speech of Finance Minister remained uninterrupted except from few quips by opposition members when the claim was made that government projects of humanitarian nature are unbiased and people belonging to all shades of life could benefit from it.
The most vocal opposition member, MPA Nighat Orakzai was wearing a black band and journalists were expecting that she would give some tough time to the government. But later it become clear that black band was a sign of protest against killing of an innocent and unarmed person by the officials of Rangers in Karachi.
Realising their responsibility of raising moral of the Finance Minister, the treasury members continuously thumbed the desks when developmental schemes or good performance of government was mentioned in the speech. The budget session started at around 3:20 pm and Finance Minister's speech kicked off at around 3:40 pm. The budget speech continued for more than an hour and completed at 5:00 pm.
Speaker KP Assembly Kiramatullah Khan was chairing the budget session and almost all the members except from Sanaullah Miankhel were present in the house. MPA Anwar Saifullah Khan was conspicuous because of his presence in the house. Anwar Saifullah mostly remained on leave during assembly's proceedings and in the previous session, Provincial Minister, Aqil Shah asked from the Speaker as either he (Saifullah) is member of the assembly or not because of his continuous absence.
Chief Minister, Amir Haider Hoti, Senior Ministers including Bashir Bilour and Rahim Dad and all the Ministers were present on the occasion. In the beginning of the session, Speaker gave a review of legislation being made in the house during the outgoing fiscal year. He also requested all the members to gather after the budget speech at the lawn of assembly for group photo. After presentation of the budget, Speaker adjourned the proceeding of the house for June 14, next.
