Most of the Chief Commissioners of LTUs and RTOs have complained to the Federal Board of Revenue that high revenue generating companies and other cases were transferred to the jurisdiction of other LTUs/RTOs during recent Board's administrative measures, having direct revenue impact on the reformed units.
Sources told Business Recorder on Thursday that the issue of transfers of revenue generating cases from one reformed unit to another was discussed during the last Chief Commissioner Conference. Many Chief Commissioners pointed out that most of their high revenue yielding cases have been shifted to other units during the recent administrative measures taken by the Board.
According to the sources, FBR Member (Inland Revenue) lauded the best performers and cautioned the weak performers during the last Chief Commissioner Conference. The general view of the Chief Commissioners was that the targets (2010-11) assigned to them were on higher side. Besides many Chief Commissioners pointed out that most of their major revenue generation cases now do not fall within their jurisdictions due to administrative restructuring of the tax machinery. The FBR Member (IR) was of the view that such re-location of high revenue yielding cases to a different unit would also entail an upward revision of revenue target of that unit also.
Therefore, if transfer of case would loss revenue for one unit, it would generate more revenue for another reformed unit at the same time. Chief Commissioners, RTOs, Bahawalpur, Rawalpindi, Karachi, Karachi-II, Karachi-III and Gujranwala pointed out that they have severe shortage of officers particularly those well versed with sales tax.
The Member (IR) suggested reallocation of human resource on urgent basis to meet the challenge. Such proposal forms part of decision of the meeting. The Chief Commissioner, LTU, Karachi assured the Member (IR) that since during the month of March, 2011 his unit witnessed the administrative changes which hampered smooth workflow, the coming months will be more result oriented. The Member (IR) praised the performance of RTO, Lahore, Gujranwala and Sialkot in particular. Few Chief Commissioners pointed out that the figures reflected in presentation are not properly reflected. The Member (IR) assured that mistakes will be avoided in the future, sources added.
