The Supreme Court Wednesday summoned Chief Secretary Balochistan over worsening law and order situation, as kidnapping for ransom, attack on important personalities and other crimes have increased manifold in restive province.
A three-member bench, headed by the Chief Justice of Pakistan (CJP) Iftikhar Muhammad Chaudhry with Justice Muhammad Sair Ali and Justice Ghulam Rabbani was hearing petition filed by Balochistan High Court Bar Association (BHCBA) President regarding deteriorating law and situation in the province.
The court also directed ISI and MI to furnish separate reports through Attorney General and once again issued notice to IG Frontier Constabulary to appear before the apex court and explain the hurdles in combating the criminals. The court also asked Chief Secretary Balochistan to suggest measures to federal government including the court so that it (court) will pass an appropriate judicial order to ensure protection to the fundamental rights to citizens of the province.
Chief Justice Iftikhar Mohammad Chaudhry said that instead of issuing policy statements regarding target killings in the province, the government should take practical steps to address the deteriorating law and order. "Though an FIR had been registered regarding killing of Baloch leader Akbar Khan Bugti, the case has not been pursued and the authorities concerned had not taken any action so far", he remarked.
The petitioner Hadi Shakeel Ahmed President BHCBA told the court that almost all the provincial ministers were the heads of different 'jirgas' despite that no effort is being made by the government to ensure law and order in the province. He said till now the chief minister did not hold a cabinet meeting over the worsening situation of Balochistan.
The AGP informed the court that the federal government was very serious to restore peace in Balochistan and the Prime Minister has discussed it on the floor of National Assembly. He also submitted a copy of the PM speech at the court. Justice Chaudhry said that we have asked for the policy statement of PM on Balochistan situation. "An elaborative statement by federal government is required...people are now migrating from Balochistan due to poor law and order situation", he remarked.
The AGP told the court that MI has nothing to do with the case, however, he may make such assertion in black and white. The Advocate General Balochistan Salahuddin Mengal informed the court that Governor Balochistan had requested Chief of Army Staff General Ashfaq Pervez Kiyani during his visit to province to launch a military operation in Balochistan. The hearing was adjourned till March 8.
