The Central Board of Revenue (CBR) will launch the next phase of fast cargo clearance system called Customs Administrative Reforms (CARE) to handle export consignments from first week of September 2005. At present, CARE system only deals with clearance of import consignments.
Sources said on Saturday that the 'CARE Export Module' has been finalised by tax officials, which would be used for clearance of export consignments at Karachi from the first week of September 2005. The exporters can file their shipping documents for electronic processing and electronic reply from the Customs with less interfacing with the officials.
The new system would ensure fast clearance of export cargo with much more transparency. This system is based on self-assessment concept and is in line with Kyoto Convention. It would be fully implemented in the entire country by December 31, 2005.
Sources said that countries like Dubai, New Zealand, South Africa and 13 others have requested Pakistan Customs to provide the working and administrative details of the system so that they could replicate it in their countries.
CARE would minimise the delay and human contact, which created all sorts of problems, sources added.
