A step forward

According to a press report, a new non-formal education and skill training programme is about to be launched in Punjab and Sindh in partnership with an NGO having extensive experiences in social issues related projects. The World Bank is to provide $2.73 million toward delivery of two core services to the beneficiaries: accelerated learning programme for out of school children of primary and secondary school age, and an integrated literacy and skill development for illiterate adolescents and young adults. This is a commendable imitative considering that an estimated 22. 8 children of 5-16 years of age are out of school. If that is not worrisome enough, the school drop-out rate is extremely high. And the skill training facilities are few and far between.

An important aspect of the programme is that, run on a pilot basis, it is to be learning experience for all involved. Community Learning Centres (CLCs) established with direct involvement of community are to offer different options to the beneficiary in different age groups, taking into account community needs and decisions. The target groups will also be provided with support facilities, including counseling and basic amenities. A particularly noteworthy aspect is availability of daycare service, which means the effort is aimed as much improving the lot of girls/women as it is of boys/men. No less important is maintaining a high quality of teaching and ensuring what is taught through regular training of teachers while federal and provincial government are to be involved in curriculum development and activity monitoring as well as supervision. It is unclear though where exactly these CLCs are to be located. In view of the fact that in the case of Punjab its southern region and in Sindh its rural interior are the most deprived in terms of educational and employment opportunities, it would make sense for the government to start with these areas, and later apply successful outcomes in other parts of the country.

A right step in the right direction, taking it forward would be in line with Prime Minister Imran Khan's campaign promise to give top priority to human development. To state the obvious, knowledge and skill not only help individuals to realize their real potential and lead productive lives, they also perform their tasks more efficiently. Economic productivity increases with increase in the number of trained and educated workers. These factors make all the difference in national progress and prosperity. It can only be hoped this pilot project will prove to be a fruitful experience. The outcomes should help the government identify its strengths and weaknesses so as to make the necessary amends, and implement a tried and tested programme all across the country.
