Who's behind display of such banners?

Despite unprecedented security arrangements in the federal capital, a number of banners supporting India's Kashmir decision appeared surreptitiously on different roads on Tuesday. The district administration took notice of the matter after pictures and videos of such banners surfaced on social media. But the district administration and Directorate of Municipal Administration (DMA), which come under the administrative control of Metropolitan Corporation Islamabad (MCI), are yet to reach any conclusion in this regard.
Chief Commissioner Islamabad Aamir Ali Ahmed directed inspector general of police (IGP) to register a case against the people who are involved in it. He also directed police to identify the elements who put up the banners despite presence of cameras. The IGP asked police to include officials of DMA in the investigation. Under the municipal laws, permission of DMA is necessary for display of banners in the city.
