The Annual Plan Co-ordination Committee (APCC) on Saturday recommended to National Economic Council (NEC) Rs 190 billion Public Sector Development Programme (PSDP) for 2004-05 after the finance ministry agreed in principle to enhance the development budget from proposed Rs 180 billion.
The APCC discussed the proposed PSDP, which was prepared by the priority committee of the Finance Ministry and the Planning Commission after detailed discussion with the ministries. The FY-2004-05 PSDP also included Rs 35031.265 million foreign aid.
"The proposed PSDP was Rs 180 billion against Rs 160 billion in the outgoing fiscal. However, the finance ministry has agreed in principle to enhance the allocation by Rs 10 billion due to pressing demands of certain ministries," an official told Business Recorder.
He said that the Prime Minister Zafarullah Khan Jamali, who will chair the NEC meeting to approve the next fiscal development plan, has the discretionary power to enhance the allocation by Rs 10 billion or more.
The additional allocation will be adjusted against the pressing ministries, said the official.
According to 'Proposed Budgetary PSDP 2004-05' working paper, a copy of which was made available to this correspondent, the PSDP includes Rs 126 billion as federal component against Rs 113 in the last budget.
The allocation of the federal government to the provinces is Rs 55.83 billion for next fiscal as compared to Rs 47 billion in the outgoing fiscal.
According to ministry and division-wise summary of 2004-05 PSDP, Rs 7400 million have been allocated for special programmes against Rs 9086.2 million in 2003-04.
The finance division's allocation for 2004-05 is Rs 5487.337 million against Rs 4283.5 million in the current fiscal. The allocation also includes Rs 1375.284 foreign aid.
The Education Division is set to get Rs 3200.005 million against Rs 2185 million in the last budget. Rs 190.921 are estimated to be foreign aid for education division. Higher Education Commission will get Rs 9700.436 for next fiscal against Rs 4968.5 million for the current fiscal.
The allocation for Health Division is Rs 5540.556 million in the upcoming budget against 4324 in the last fiscal.
The foreign aid has been estimated to be over Rs 827.682 million.
The IT& Telecommunication division's allocation is Rs 2239.126 million against Rs 1977.4 million in the last PSDP.
Science and Technological Research Division will get Rs 990.346 in the upcoming budget against Rs 1312.2 million in the outgoing fiscal. The foreign aid is Rs 110 million.
The total allocation for KANA and SAFRON division is Rs 10552.272 million against Rs 10118.9 million in the last budget. The total foreign for the division is Rs 906.880 million.
The allocation for Population Welfare division has been increased Rs 2500 million in the last budget to Rs 2600 million for the next fiscal without any foreign aid.
Women Development and Social Welfare Division will get Rs 586.037 million against Rs 672.7 million in the last budget. Culture, sports, tourism and Youth Affairs will be getting 544.273 million for next fiscal against Rs 416.3 million in 2003-04.
Labour, Manpower and Overseas Pakistanis division allocation for the next PSDP is Rs 40.685 million.
The works division will get Rs 728.971 million, defence division Rs 495.260 million, food and agriculture division Rs 3190.048 million in the next fiscal development budget.
The ministry for Water and Power will get Rs 14215 million for water projects and Rs 20000 for power projects with Rs 1635 million as foreign aid.
The allocation for local government and rural development division is Rs 85.250 million against Rs 846.7 million in the outgoing fiscal.
Rs 296.452 million have been allocated for Environment Division, Rs 392.432 million for Industries and Production Division with Rs 321.340 as foreign aid, Rs 21930 million for Communication Division, Rs 9280.6 million for Railways Division, Rs 131.559 million for Petroleum and Natural Resources, Rs 2465.240 million Pakistan Atomic Energy Commission (PAEC) with foreign aid of Rs 2093 million.
The Interior Division will get Rs 2464.406 million, Law, Justice and Human Rights Division Rs 2400 million, Establishment Division five million, Cabinet Division Rs 154.193 million, Information and Broadcasting Division Rs 289.550 million, Narcotics Control Division Rs 156.500 million, Planning & Development Division Rs 81.466 million and Statistics Division will get Rs 8 million.
