NO (10) 2004-TQM Karachi
Procedure for Auction of Residual of Textile Quota to be held on 7th January 2004 at 3:00 pm (Wednesday).
In pursuance of Sub para a & b of para 11 of SRO NO 5(1) 2001 dated 3rd January 2001 the residual quota of various products for Exports to USA, EU, Canada and Turkey shall be auctioned through bids at Finance and Trade Center Auditorium, Sharah-e-Faisal Karachi, and its Regional Offices at Lahore, Faisalabad, Sialkot and Multan on 7th January 2004 at 3.00 pm.
2. The following shall be eligible to offer bids for participation in auction:
i. Exporters having valid membership of respective textile association authorised to deal with the product/category.
ii. The garment manufacturing units located in Export Processing Zone shall also be eligible to participate in auction of quotas. However, such units shall pay the premium through foreign exchange encasement certificate(s).
3. The interested exporters shall submit their bids for the auction in sealed covers indicating the Auction price for each textile quota product/category. These shall be deposited in the sealed bid boxes placed at the Textile & Quota Management Directorate of the EPB at Karachi, Lahore, Faisalabad, Sialkot and Multan.
4. The bidders shall be allocated quantity asked for but up to maximum of 15 percent of quantities offered in that category in the auction.
In case the 15% quantity is less than a commercial lot, then the quantity up to a commercial lot shall be allocated.
5. The Exporters who have purchased quota in an auction shall not be entitled to any compensation in case it is decided to open a category for allocations on first-come-first-served basis subsequently.
6. Bids should be accompanied by a pay order or demand draft equal to 30% of bids amount as earnest money made out in the name of Account Officer (Textiles), EPB, Karachi.
The bid not accompanied by earnest money as mentioned above shall not be considered/entertained. Any bid below the minimum floor price will also be not considered/entertained.
7. Bids shall be submitted on prescribed printed forms available from all EPB Offices in Pakistan against payment of Rs 10/- per form with cover.
The exporters are required to fill in the various columns of the bid forms clearly and attach copies of NTN Certificate, NIC (in place of Export Registration Certificate), valid membership certificate of concerned Textile Association and pay order / demand draft of earnest money and ensuring that separate bids are made for each category/group.
8. The bids will not be considered/entertained and are liable to be rejected if,
i. Column No (6), (7) and (8) of Proforma for Bids is not found to be filled in properly.
ii. Copies of required documents are not attached with the Proforma for bid.
iii. Any over-writing/erasing /cutting etc is found not to be in relation to the entries made in the Proforma for bids.
iv. Pay Order/Demand Draft of earnest money is for an amount less than 30% of the total bid amount.
9. The bids for the auction to be held on January 7, 2004 will be received on the same day from 09:00 am to 3:00 pm. All the bids boxes at all the auction venues in Karachi, Lahore, Faisalabad, Sialkot and Multan shall be opened simultaneously/immediately after the given time and no bids shall be entertained/accepted once any of the bid box has been opened.
10. The quantities shall be allocated to the bidders in open auction through sealed bids on the following basis:
i. The successful bidders shall be allocated quota in descending order of auction price at their own bid price and quantities asked for, which should not exceed 15% of quantities offered in the auction or in case the 15% quantity is less than one lot till the quantities are exhausted.
ii. The successful bidder shall deposit the amount of the remaining 70% bid amount in the form of pay order/demand draft made out in the name of Accounts Officer (Textiles), EPB, Karachi within 30 days from the date of receipt of approval letter from EPB.
iii. The exporters of Karachi will deposit the Pay Order with prescribed Challan (Copy of which enclosed with offer letter) at National Bank of Pakistan, FTC Branch, Shahra-e-Faisal, Karachi.
iv. The exporters of Lahore, Faisalabad, Sialkot and Multan would deposit their pay order with prescribed Challan at their respective Textile Section of EPB.
v. In case of failure to deposit the remaining bid amount within the stipulated time, earnest money of 30% will be forfeited.
vi. In case of delay in payment, extension for payment of balance 70% up to 15 days will only be allowed against written request with penalty @ 5% balance payment. Further extension of 15 days if requested will also be allowed against written request on additional penalty @5% on the balance amount.
11. Quota allocated through auction shall be non-transferable.
12. Earnest money shall be refunded to unsuccessful bidders. However, in the case of successful bidders the earnest money will be adjusted towards the bid amount payable by them under para-10 above.
13. The quantities of quota for auction being held on January 7, 2004 are mentioned below.
The same can also be obtained from Textile & Quota Management Division of EPB, at Karachi and concerned section in Lahore, Faisalabad, Sialkot and Multan and all regional offices of EPB and respective Associations.

14. EPB reserves the right not to accept any or all the bids without assigning any reason.
15. All other terms and conditions of the Textile Quota Policy as provided in SRO 5(1)2001 dated 3rd January 2001 as amended from time to time shall apply to the quotas allocated through auction.
