The federal government has released Rs444.3 billion (63.4 percent) including Rs85.17 billion foreign aid (66.4 percent) for various ongoing and new development projects under the Public-Sector Development Programme (PSDP) 2019-2020 against the total budgeted allocation of Rs701 billion.

However, last Wednesday, the Ministry of Planning and Development told the Senate Standing Committee on Planning and Development that the relevant ministries and departments had failed in utilization of less than 20 percent funds released in the first two quarters of the current financial year, as the unutilized amount remained Rs140 billion.

Senior officials of the Planning Ministry said that some departments such as the National Highways Authority (NHA) create hype and get projects approved in the PSDP, but later do not utilize the funds.

Nine ministries have so far requested for re-appropriation of funds.

In most cases and especially in the communication sector, the procurement of land for the projects remained a complex issue and such issues take years to settle down, so the Ministry of Planning decided that unless the project was not approved, and land not acquired where required, no funds would be allocated for it in the PSDP.

The total size of the PSDP during current fiscal year was Rs701 billion out of which Rs424 billion were to be authorized by the Planning Ministry, while Rs149 billion were to be managed and released by the Finance Division whereas the remaining Rs128 billion were part of foreign aid component, which are directly disbursed to the project authorities.
