The Punjab government is facing troubles in implementing the Local Bodies Act 2019, as no development has so far taken place despite the fact that the Act requires holding of Neighbourhood Councils and Village Panchayat within six months of the law in force. Sources said the government has failed in issuing a schedule for these elections and it is considering of setting up a committee to look after the responsibilities of these two institutions under the new law.
Resultantly, the administrators are bound to draw powers from the previous Local Bodies Act of 2013 till date. It may be noted that the Punjab government had issued notification of new law on 4th of May 2019. It had dissolved the local bodies' governments and replaced them with commissioners as administrators in nine divisions. Similarly, the deputy commissioners have been assigned with same powers in 27 districts of the province under the discretionary powers of the Chief Minister Punjab. The local bodies' governments under the 2013 Act could only be functional for two years, four months and four days that was followed by sending 58000 representatives homes in the province.
