The Federal Board of Revenue (FBR) has imposed major penalty of "reduction to lower post for a period of one year" upon Mian Muhammad Ibrahim, Inland Revenue Audit Officer. According to a notification issued by the FBR Friday, the disciplinary proceedings under Government Servants (Efficiency & Discipline) Rules, 1973 were initiated against Mian Muhammad Ibrahim, Inland Revenue Audit Officer BS-17, Regional Tax Office, Rawalpindi vide Charge Sheet dated 02.01.2015.
Mrs Nafeesa Satti, Additional Commissioner, RTO Rawalpindi was appointed as Inquiry Officer to conduct inquiry on account of various acts of inefficiency, misconduct & corruption. The inquiry officer submitted inquiry report dated 31.08.2015, according to which the charges levelled against the accused officer established. On the basis of inquiry report Show Cause Notice dated 09.10.2015 was issued to the accused officer and he was also called for personal hearing by the Member (Admin)/Authorised officer on 22.12.2015. After considering the charges framed in the charge sheet, inquiry report and other available record, the accused officer has been found guilty of Inefficiency, Misconduct and Corruption under rules 3(a)(b) & (c) of the Government Servants (Efficiency & Discipline) Rules, 1973.
Chairman, FBR being authority in this case, after having considered all aspects of the case and the recommendations of the authorised officer has therefore, imposed the major penalty of "reduction to lower post for a period of one year" upon Mian Muhammad Ibrahim, Inland Revenue Audit Officer under rule 4(1)(b)(i) of the Government Servants (Efficiency & Discipline) Rules, 1973. His performance allowance shall be stopped for one year from the date of award of penalty as provided in Para 7(iii) of the Performance Allowance Guidelines, 2015 and he will have to appear afresh for restoration of the same, the FBR added.
