The government of Punjab has allocated Rs 46.712 billion in the proposed budget for the fiscal year 2014-15 for the education sector against an allocation of Rs 40.596 billion in the outgoing financial year. According to the budget documents, the General Administration expenditure has been reduced by 9.2 percent from last year and the Public Service Delivery allocation has been enhanced by 15.3 percent from the last financial year to the tune of Rs 46.357 billion.
In the proposed budget 2014-2015, the Punjab government has fixed targets in the school education department which includes Provision of Missing Facilities (boundary wall, drinking water, furniture, electricity, toilet block & additional class rooms) in 15,000 schools in the province, up-gradation of 100 primary schools and 100 elementary schools to next level, provision of IT labs in 990 secondary schools having highest enrolment, provision of IT labs in 500 elementary schools, establishment of new primary schools, provision of additional classrooms in 1,250 schools having highest enrollment in Punjab, reconstruction of dangerous schools' buildings, reconstruction of flood affected schools in 13 districts of flood affected areas in Punjab, conversion of existing IT labs on solar energy in 1,200 high and higher secondary schools of Punjab and provision of furniture in high schools having highest enrolment.
In the provincial budget, the Punjab government has fixed major targets in higher education sector for FY 2014-15 which includes establishment of 136 new colleges, provision of missing facilities in 58 colleges, upgradation of 10 colleges, establishment of home economics colleges at 3 divisional headquarters (Faisalabad, Bahawalpur, D G Khan) and provision of 100,000 Laptops to students free of cost purely on merit.
The government of Punjab fixed major targets in the literacy sector which includes establishment of 5,440 NFBE schools in 32 districts for 1,90,400 learners, establishment of 667 Functional Literacy Centers in 36 selected Tehsils for more than 1 million adult illiterates, establishment of 1000 NFBES in 11 southern districts with low literacy rate for 30,000 learners, establishment of 12,500 centers in collaboration with NGOs, CBOs, CSOs and unemployed youth, for 2,50,000 learners and crash literacy program for youth, women and rural adults for attainment of MDGs targets.
The government of Punjab has allocated Rs 7.5 billion for the Punjab Education Foundation, Rs 2 billion for the Punjab Education Endowment Fund, Rs 2 billion for Daanish School system, Rs 500 million for Knowledge Park and Punjab Technology university, Rs 2 billion for TEVTA and Rs 1 billion for PVTC.
The major targets fixed in Special Education sector in the FY 2014-15 includes establishment of Government Institute for Slow Learners at Chiniot, construction of Building of Slow Learners at Vehari & Bahawalpur, establishment of Special Education Centres at Raiwind, Bhera, Vehari & Muzaffargarh, construction of Building for Special Education Centre at Dunyapur, Samundri, Pattoki, Saddar, Burewala and upgradation of Government Special Education School for Hearing Impaired at D G Khan and Mianwali from Secondary to Higher Secondary level and upgradation of Government Special Education School for Hearing Impaired, Gujrat from Middle to Secondary level, establishment of Disabled Friendly Enclave in the existing park at Sargodha, Faisalabad, Rawalpindi, D G Khan, Multan, Bahawalpur, Gujranwala and Sahiwal.
