The Ministry of Water and Power has reportedly appointed Water and Power Development Authority (Wapda) Chairman Shakeel Durrani's son as a consultant at hefty package on the World Bank sponsored project, sources in Economic Affairs Division (EAD) told Business Recorder.
Danial Durrani son of Chairman Wapda has been appointed as junior financial consultant at Rs 166,000 per month with a B Com degree. Earlier, he was offered the post of assistant in BPS-11 but those orders were withdrawn after he snagged the junior consultant finance position.
According to documents available with this correspondent Shahid M Sattar has also been appointed as consultant. According to audit documents, Sattar was illegally appointed as advisor to the chairman Wapda for Strategic Planning at a salary of Rs 300,000 per month and was terminated on February 23, 1998. According to the Audit Department, he was appointed against IBRD loan 3764-Pakistan 'Electricity Transmission and Distribution Improvement Project' in anticipation of the approval of the donor agency. The appointment was ordered on February 21, 1998 and was made effective from 1st February 1998 despite the fact that neither the ban imposed on fresh recruitment was relaxed nor other formalities like advertisement and creation of post were observed.
Ministry of Water and Power has nine advisors on World Bank's IBRD Loan No 7565 CR 4464 Electricity Transmission and Distribution Improvement Project (TA) component. The contracts with advisors were signed in 2009 and in 2010.These advisors have a monthly remuneration of Rs 2 million and had accumulated earnings of Rs 15.5 million up to July 2010 and expect a further Rs 10 million in ongoing financial year 2010-11.
Danial Durrani and Shahid Sattar are paid out of Pakistan Electric Power Company (Pepco) funds, reimbursable from World Bank TA component meant for capacity building of Pepco and Ministry of Water and Power. As per PC-1, consultants could be engaged for six months only but MOWP has signed agreements for a year. "Now MOWP has decided to revise PC-1 to keep their contracts intact," sources added.
