Khyber Pakhtunkhwa Assembly Standing Committee on Elementary and Secondary Education Department has called for the abolition of the marks of interview for recruitment to prevent injustice with applicants in future.
The recommendation was given on the question asked by Abdul Karim Khan MPA of Qaumi Watan Party (QWP) regarding the recent recruitment of Data Monitoring Officers through NTS test and merit. He said that he did not agree with the procedure.
The mover of the question told the committee that in the concerned procedure of recruitment are usually resulted in irregularities and injustice as the department has 15 marks in interview. The giving of these marks mostly on personal like-dislike and recommendation and sometime caused injustice with candidates.
Giving example of such instance, the complainant legislator said that in his constituency a candidate getting less number in NTS test had been recruited, while the candidate obtaining higher numbers was bypassed as he obtained less numbers in interview. But, when he asked the department in this regard, the ignored candidate was also appointed on the job.
Explaining the position of the department regarding the issue, Assistant Project Director, Saqib Raza told the committee that every country has interview numbers in recruitment. Therefore, it should be maintained as he was also included in the interviewers.
He said that members of the interview board have decided that the candidates will be given from 9 to 12 marks to prevent injustice with anyone. However, as far as the matter of the recruited youth, he was No 3 on the merit list, but the going of candidates to other departments through Public Service Commission (PSC) improved his position on merit list. Therefore, they recruited the concerned candidate too.
He further told that those recruitments were for IMU Project and formulation of policy for recruitment in project is prepared by Establishment Department and 15 interview marks were kept under the same.
Sardar Hussain Babak, the parliamentary leader of ANP in the provincial assembly said that he also have some reservations on NTS test as if a student has passed all examinations with distinction, then he is given 100 marks on academic basis while NTS test also have 100 marks. He proposed that the department should make recruitments on the basis of academic performance, so deserving candidates will get his due right. NTS test usurp the rights.
Sardar Hussain Babak, who was Minister for Elementary and Secondary Education in previous ANP, led coalition government that during their government there were some allegations of irregularities and misappropriations in Public Service Commission and on investigation they proved true and later the government dismissed all those officials from their services.
He said that in interview only documents are scrutinised to ensure that either the applicant has passed the concerned examination. Therefore, the allocation of 15 marks for interview is injustice and mostly granted on personal like-dislike and recommendation.
