Islamabad High Court (IHC) Tuesday asked the Federal Board of Revenue (FBR) to explain under what authority it hired National Testing Service (NTS) for making recruitments on vacant posts.
A single-member bench comprising Justice Athar Minallah heard the petition filed by Muhammad Anwar Khan challenging the recruitment process in violation of PPRA rules.
The petitioner made Federation of Pakistan through Secretary Ministry of Finance, Chairman Federal Board of Revenue, Managing Director Pakistan Public Procurement Authority, and CEO National Testing Service Pakistan as respondents. The petitioner contended that the FBR advertised the vacancies for the appointment against BPS-04 to BPS-14 vacancies in the press on September 12, 2015. The petitioner prayed to the court to declare that awarding the project to the NTS to conduct test for the candidates seeking employment in the government service, is sheer violation of PPRA rules and injustice with other competitors as well as candidates. The court issued noticed to all respondents in the matter and adjourned the hearing till last week of October.
