ISLAMABAD: Port Qasim Authority (PQA) is to appoint M/s National Engineering Services Pakistan (Pvt.) Ltd (Nespak) as consultant to establish combined effluent treatment plant at NWIZ and up-gradation of existing sewerage treatment plant at SWIZ, well-informed sources told Business Recoder.

Port Qasim Authority (PQA Board) through its resolution of April 4, 2020 has recommended for specific sanction of Rs 35.3 million of the federal government under section 56(3) of the PQA Act 1973 for the execution of their projects out of PQA's own funds and budget. Supreme Court in its judgment in the Mustafa Impex case has defined the term "federal government" as the "federal cabinet".

Justice Ameer Hani Muslim (retired) head of Judicial Commission (Water Commission) of Sindh High Court visited PQA on July 7, 2018, inspecting overall area of PQA along with Chairman, other officials of PQA and representatives of Bin Qasim Association of Trade and Industry (BQATI) where following decisions were made; (i) appointment of a consultant to establish a Combined Effluent Treatment Plant at NWIZ and ;(ii) up-gradation of existing Sewerage Treatment Plant (STP) at SWIZ. In compliance of the directions, a Request for Proposal (RFP) was prepared and advertisement for inviting technical and financial proposals for appointment of consultant was published on July 23, 2019 and a corrigendum for extension of the submission date published on August 17, 2019. Thereafter, a pre-bid meeting was held on August 26, 2019. In response to RFP, six firms submitted their technical and financial proposals on scheduled date of September 4, 2019. The technical proposals were opened by the committee in the presence of representatives of the companies, however, financial proposals were kept in safe custody. After a detailed scrutiny of technical proposals by the committee, the following three firms were technically qualified ;(i) M/s National Engineering Services Pakistan (Pvt.) Ltd (Nespak) ;(ii) M/s Techno Consul. International (Pvt) associate with M/s NEC and M/s Esslaar Associate with Exponent Engineer (Pvt.) & M/s Aritrim International Firm.

Financial proposals of technical by qualified firms were opened by the committee on January 9, 2020. M/s Nespak has achieved the highest marks in the combined technical and financial scores as per procedure of "quality and cost based selection" prescribed under RFP. All committee members agreed and recommended that M/s Nespak be appointed as consultant for "appointment of engineering consultancy services firm for planning, designing/review existing design, preparation of tender documents and construction supervision for combined effluent treatment plant in NWIZ and upgrading/ enhancement of existing sewerage treatment plan established in edible and molasses area including its construction supervision at Port Qasim at a cost of Rs 35.3 million."
