Sindh Assembly session requisitioned by opposition did not last even for two hours and was prorogued sine die after a brief exchange of harsh word between the treasury and opposition benches. The session on Tuesday began at 11:40 a m, instead of 9:30. Acting Speaker Raheela Tiwana was in the chair, as Speaker Muzaffar Hussein Shah is currently on a tour of South Africa.
The session was requisitioned by opposition with more than 83 adjournment motions, privilege motion, private resolutions and a few amendments in the rules of procedure.
As long as Question Hour lasted, treasury and opposition members remained as disciplined as kindergarten children, and there was an impression that peace would prevail thoughout the day.
Then came a break--for Zuhr prayers--and when the session resumed after the break, Chairman Mohammed Hussain chaired the session.
As soon as the session began, Law Minister Iftikhar Ahmed pointed out that the timings of the session were over and he would not agree to any extension in time.
Leader of opposition Nisar khuhro said that he wanted only ten minutes to complete the questions, but the chair did not allow him extension and abruptly read out the prorogation order which the acting speaker had issued under clause (3) of Article 54 read with Article 127 and Article 260 (Definition Clause "Speaker") of the Constitution of the Islamic Republic of Pakistan.
The members of treasury and the chairman left the house immediately after the prorogation and in a hurry forgot to carry their belongings. Even the mace remained lying on the table of the presiding officer.
Earlier, during 'question hour' Education Minister Dr Hamida Khuhro replied to a number of questions and said that 9500 teachers would be in place soon to fill the existing vacancies. Two percent vacancies are for the handicapped people.
