The Government of Punjab has directed all the departments to adopt proper channel of correspondence for communication with other organisations and channels under the rules and regulations prescribed for the purpose. According to rules, all correspondence in this regard is to be made at the secretary level but the practice was not being followed. Sources told Business Recorder here Thursday that provincial government taking strict note of non-compliance of rules by the departments asked them to follow the proper procedure for correspondence as was prescribed in Punjab Government Rules of Business, 1974.
Correspondence with the federal or another provincial government is to be made direct by the department concerned in respect of subjects allocated to them, according to subject to the provision of Rule 13, it is to be ordinarily addressed to the Secretary of the Ministry or Department concerned.
The sources pointed out that all the correspondence with a foreign country or a Pakistan Diplomatic Mission abroad or a foreign mission in Pakistan or an international organisation would be normally conducted through Ministry of Foreign Affairs.
However, under general or special orders to be issued by the ministry of foreign affairs, direct correspondence might be allowed under such conditions and circumstances as may by specified by the ministry, they added.
It may be mentioned that provision of this sub-rule should not affect normal communication between a service commander and civil authorities in his area, or inter-departmental discussions in which services representatives were required to take part.
According to sources, the government had issued strict directives to the departments that all correspondence between government and the head of attached departments, regional offices, autonomous bodies and district government be conducted through the secretary of the department concerned.
