The Sindh Abadgar Board (SAB) in a communication to President General Pervez Musharraf lauded the government's decision to improve 29 watercourses in Sindh to improve the irrigation network which would help minimise water losses.
The board was of the view that as far as the district-wise improvement of watercourses is concerned, the paperwork has been carried out but appointment of workforce has not been made according to the spirit of the policy.
The communication said that it would have been more beneficial if the staff has been recruited from the district in which the watercourses are to be improved.
He said if the appointment were made on application and under political consideration by the politician in power, the results would be disastrous.
The board appealed to the President that it should be made obligatory upon the provincial government to strictly adhere to the policy of the government.
The board maintained that bureaucrats and politicians have given free hand in the appointment of people of their choice.
They also suggested that the recognised growers' organisation - SAB and Sindh Chamber of Agriculture - should be consulted in this respect.
When contacted, president of SAB Abdul Majeed Nizamani told Business Recorder that a provincial minister and even his private secretary have recommended large number of people for Grade one to seventeen for appointments in the project to the director-general of 'on-farm water management', violating all principles, including the merit.
He said it is time that the province and the country should get rid of inefficient and uneducated people appointed on political consideration causing enormous losses to the national economy.
