The apex court verdict with respect to fees and other chares is being openly flouted by some medical and dental colleges. Students and their parents have appealed to the Supreme Court of Pakistan and Pakistan Medical & Dental Council (PMDC) to take notice of excessive fees charged by private medical institutions.

Parents of medical students at Rashid Latif Medical College, Lahore, have demanded reimbursement of the excess fees they paid in the first year amounting to Rs 230,000 and the second year fees must be Rs 1,000,000 like other medical colleges, in accordance with the apex court directives and PMDC rules.

Pakistan Medical & Dental Council on February 13, 2019 issued a public notice wherein all medical/dental institutions were categorically directed to charge fees as per Section 12 "Fee and Refund" and comply with MBBS and BDS (Admission, House Job and internship) Regulations, 2018.

Section 12 states; "A private medical and dental institution shall not charge in respect of training for MBBS or the case may be, BDS fee and charges, specified in column (2) and (3) of the table.Annual tuition fee per student including university retention/affiliation fee or academic/administrative fee or as the case may be and taxes not exceeding Rs 950,000, one time admission fee not exceeding Rs 50,000 and prospectus fee not exceeding Rs 3,000.

Any fee charged from students over and above the prescribed fee under any head, ie, taxes, university affiliation fee, academic/administrative fee or as the case may be shall construe to be an illegal act and shall be liable to proceeding against the college under the relevant provision of law.

At the time of admission some medical colleges had charged excessive fees from the students, which the PMDC had taken stern notice of it and colleges were issued notices to return the excessive fee.

One parent of a student demanding reimbursement of the fee stated that "We have given an application to the College management duly signed by parents to return the excess fee but so far it has not happened." He further said that they had expected the excess amount taken in fee in 2018 to be adjusted in the second semester fee, but that has not happened either. Rashid Latif Medical College, Lahore, management has yet again issued fee bill of Rs 12,300,00, which is excessive and in violation of the Supreme Court order and PMDC policy.
