Public Accounts Committee (PAC) of Khyber Pakhtunkhwa Assembly while utilising its discretionary powers has decided to launch complete investigation into reports regarding alleged selling of degrees by Hazara University, Mansehra. The meeting of the KP PAC held in Khyber Pakhtunkhwa House, Abbottabad with MPA Shaukat Ali Yousafzai in the chair. MPAs, Qurban Ali Khan, Arbab Akbar Hayat and Mufti Said Janan attended the meeting.
The meeting discussed audit objections regarding Finance Department in the Auditor General (AG) Report for the year 2012-13. The meeting while expressing strong reaction over media reports regarding the alleged selling of the degrees of Hazara University, irregularities in recruitments and other matters ordered investigation under sue moto powers. However, on this occasion, the committee clarified that in case of proving untrue, and then stern disciplinary action will be initiated against those who were behind the propaganda.
The matter of conducting detail investigation into the construction of a road at the cost of Rs 35 million in Havilian was referred into a sub-committee of the PAC. The committee in light of its decision taken yesterday inspected the concerned road in Havilian. The committee on behalf of the Chairman, Speaker KP Assembly Asad Qaiser stressed that the committee has no personal grudge against anyone and takes decisions in light of the available record and stance of the concerned departments. It said the committee before deciding any matter gives full opportunity to all concerned parties.
The committed clarified that the committee in meetings has noticed due to lack of financial discipline, government departments commit different of kind of irregularities and announced that the PAC has decided the establishment and restoration of complete financial discipline in government departments and for this purpose it is making all possible efforts.
The committee vowed that no stone will be left unturned in the guaranteeing the restoration of the decisions of the committee and through follow-up the PAC has started accountability in concerned departments, which has borne very positive and encouraging results. The PAC asked the government departments for guaranteeing their attendance in meetings with full preparation as unprepared ness result in the loss of the responsible persons and if the requirements of peace are not meeting then the responsibility rest with the concerned authorities.
Addressing the meeting, the chair Shaukat Ali Yousafzai thanked the Speaker KP Assembly, Asad Qaiser, MPAs, departments of audit, finance and law, officials of assembly secretariat and employees for making the meetings of the PAC successful. After conclusion of debate on the Auditor General Report for the year 2012-13, the meeting of the PAC was adjourned for indefinite period.
