ISLAMABAD: Foreign assistance inflows to the country surged to USD 12.106 billion during July 2025–May 2026, compared with USD 6.891 billion in the corresponding period of the last year, reflecting an increase of 75.68 percent.
According to data released by the Economic Affairs Division (EAD) here on Wednesday, the multilateral, bilateral loans and grants in May 2026 stood at USD 266.95 million, compared to USD 395.63 million in April 2026.
According to data, in May 2026, the country received a total of USD 42.14 million on the account of bilateral loans and grants, of which USD 35.81 million was delivered as a loan from China, USD 3.78 million as a loan from France, USD 1.46 million as a grant from Japan, and USD 0.79 million as a loan from Saudi Arabia.
On account of multilateral loans, in May, Pakistan received a total of USD 224.82 million loans, of which IDA provided USD 104.97 million, ADB provided USD 56.06 million, IBRD provided USD 30.56 million, AIIB provided USD 9.66 million, and IBD provided USD 9.45 million.
In the July-May 2025-26 period, the total bilateral loans and grants stood at USD 1.318 billion, of which USD 50 million stood as grants and USD 1.267 billion as loans; whereas multilateral grants and loans amounted to USD 3.109 billion during the period under review, of which USD 84.04 million were grants and USD 3.025 billion were loans.
A major amount of grants came from IDA (USD 10 million), Japan (USD 1.46 million), followed by the USA (USD 0.15 million) and Germany (USD 0.14 million). In 11 months of 2025-26, the total bilateral loans amounted to USD 1.266 billion. This includes Chinese guaranteed loans of USD 392.82 million and a USD 97.52 million loan from China, USD 71.15 million from Denmark, USD 50.45 million from France, and a major loan of USD 1.011 billion was received from Saudi Arabia.
The total multilateral grant received during the July-May period amounted to USD 84.04 million. Of this, USD 42.85 million came from the IBRD, USD 23.17 million from the IDA, USD 2.74 million from IFAD, and USD 15.16 million from the Asian Development Bank.
The total multilateral loans in the same period reached USD 3.025 billion. The IDA was the top lender with USD 1.129 billion, followed by the ADB with USD 803 million, the Islamic Development Bank (IsDB) short-term loan of USD 483.78 million, IBRD USD 405.31 million, AIIB USD 114.13 million, IDB USD 65.59 million, and IFAD provided USD 22.75 million.
Foreign commercial borrowing through the Naya Pakistan Certificate (NPC) scheme amounted to USD 295.50 million in May 2026, comprising USD 88.15 million under the conventional facility and USD 207.36 million under the Islamic facility, bringing the cumulative NPC to USD 2.664 billion for July–May.
