Authorities at Jinnah International Airport, Karachi confiscated chocolates and confectionery items from a passenger on Monday, a development that raises questions on whether the ban on 38 imported items imposed by the government last week extends to personal items being brought by travellers in their luggage.

As per the Federal Board of Revenue's (FBR) receipt, 5kg of food stuff was detained from a passenger coming from Dubai under SRO 598(I)/2022.

The food was seized for "contravention of Custom Acts/ITC Regulations /Foreign Exchange Regulations/ Allied Laws."

Last week, the government imposed a ban on the import of all non-essential luxury items in its effort to steer the country out of its existing financial crisis. A bulging import bill is part of the problem.

Import ban: Commerce ministry notifies list of 38 items

According to the list, a ban was imposed on the import of mobile phones CBU, home appliances, cosmetics, crockery, pet food, private weapons and ammunition, shoes, chandeliers and lighting (except energy savers), headphones and loudspeakers, doors and window frames, travelling bags and suitcases, sanitary ware, carpets (except from Afghanistan), tissue paper, furniture, shampoos, automobiles (CBU), luxury mattresses and sleeping bags, bathroom ware/toiletries, heaters/blowers, sunglasses, kitchenware, cigarettes, shaving goods, luxury leather apparel, musical instruments, saloon items like hairdryers and decoration/ornamental articles.

The Commerce Ministry also imposed a ban on the import of confectionery, jams and jelly, fish and frozen fish, sauces, ketchup etc, fruits and dry fruits (except from Afghanistan), preserved fruits, cornflakes, frozen meat, juices, pasta, aerated water, ice cream and chocolates (in retail packing).

However, the prohibition under this order shall not apply on the imports in Pak rupees or imports through the barter mechanism through land routes, the notification said.

The imports of products listed shall remain prohibited regardless of their import status elsewhere in the Import Policy Order 2022, the notification added.

Wah wah Shah say zyeda shah Kay wafadar. You will find the same chocolate in evening in custom's house and their high ups will enjoy it. Ban can not be imposed such personal belongings as it is for personal use not for commercial use and secondly no outward remittance would be made against to his purchase.

It sounds like Pakistan also needs something like Russia's workaround of being able to pay for things in local currency instead of dollars. But the bigger questions are: What can Pakistan sell internationally? And how can it build up its ability to sell quickly so that people will want to invest in Pakistan? Pakistan might need more vocational schools like how China won out over the US by having tons of people who can do things that require specialized skills rather than college degrees. Pakistan may also benefit from integrating better with the Chinese ecosystems so that it can benefit from their ability to make money... Because you need technology and connections to make money, and not just trained people.

If only we had educated people on important postings like Customs who would know the difference between "imports" and "personal luggage". What any NRP brings with him for personal consumption from abroad is not considered an import since there is no outward remittance involved.

Shameful and disgusting. They allow Gold bars into Pakistan without duty for last 75 years as all gold is smuggled into Pakistan but 5 kg chocolates for entire family is seized.

@Owais, May Pakistan should make their dollars instead of relying on overseas pakistanis who send 25+ billion dollars every year. These chocolates in questions should have been allowed as they were not bought against pak ruppess. the whole premise of import ban was to conserve local dollar reserves.

Government should look into this matter very seriously and make there custom officers understand the difference between personal use and commercial use first. Children bring chocolates , biscuits, sweets for their personal use and not for selling purpose. Ms.Ayan made 96 trips abroad with foreign currency what happened her last trip from Islamabad and what happened even than case finished?
