ISLAMABAD: The Federal Board of Revenue (FBR) has directed field formations to strictly follow the policy guidelines for grant of special allowance or its discontinuation as per approved guidelines to the officials of BS-1 to 15.

According to the FBR’s instructions to the field formations Tuesday, the Board has issued notification dated 21-01-2021, wherein, powers have been delegated to the heads of the field formations for grant of IJP/special allowance and its discontinuation as per approved IJP Guidelines to the officials of BS-1 to 15 within their own jurisdiction after due process as per relevant policy guidelines notified by the Board.

Heads of field formations of Inland Revenue Service and Customs are therefore, requested to adhere to the policy referred above in letter and spirit. This issues with the approval of the FBR Member (Admn/HR), the FBR added.

The FBR has already clarified that postings/transfers of all officers (BS-16 and above) from one Collectorate/ Directorate to another will only be considered by the Board.

According to a letter of the FBR on the issue of delegation of administrative powers to the Accountant General of Pakistan issued here on Tuesday, a number of queries have been received regarding delegation of administrative powers issued vide board’s letter of April 2, 2011.

The FBR has clarified that powers relating to the officials (BS 1-15) of field units etc shall continue to be exercised by the respective heads of the departments, e.g. DG’s, chief commissioners, collectors and directors as already in vogue.

It is also clarified that posting/transfers of all officers (BS-16 and above) from one Collectorate/Directorate to another shall only be considered by the Board. However, internal posting/transfers within the same Collectorate/ Directorate shall continue to be done by the concerned heads of office.

The posting/transfers of staff (BS-15 and below) from one Collectorate/Directorate etc to other shall be considered by the concerned heads of field offices with their prior mutual consultation, subject to the condition that no posting/transfer shall be made in excess of sanctioned strength and before completing minimum tenure of one year.

However, in case any posting/transfer is considered unavoidable before one year, the case shall be forwarded to the Board with full justification, it added.
