The National Tariff Commission (the "Commission"), in view of various request filed by domestic manufacturers and user industries of long steel products and flat steel products, has initiated a sectoral study under Section 8 of the National Tariff Commission Act, 2015 on steel sector producing long and flat steel products.
Long steel products may include but not limited to steel scrap, ingots, billets, wire rods, bars, rebars and welding electrodes etc. while flat steel products include but not limited to Hot Rolled Coils (HRC), Cold Rolled Coils (CRC), Galvanized Steel Coils, Color Coated Coils etc. The Applicants have made following requests:
Reduction in the customs duty to zero percent on Heavy Meltable Scrap (PCT: 7204.4990) and non re-usable Waste and Scrap of auto parts (PCT: 7204.4920);
Change (reduction/increase) in the tariff structure of Re-Rollable Material (PCT: 7204.4910);
Reduction in the import duties on Wire Rod grade steel billets (PCT: 7207);
Reduction in the import duties on Electrode grade Wire Rod (PCT: 7227.9010 and 7213.9191); and Reduction in Customs duty of HRC along with removal of Additional Customs Duty and Regulatory duty.
2. The NTC would welcome views, suggestions and proposals from all parties having an interest in the business relating to or associated with the imports, exports, manufacturing, marketing and use of long and flat steel products. A public hearing on the issue is scheduled to be held on February 18, 2020 at 11:00 a.m. in the Commission's hearing room on 11th Floor, State Life Building No.5, Blue Area, Islamabad.
3. All parties having an interest in the business relating to or associated with the imports, manufacturing, marketing use or export long steel products are hereby advised to get themselves registered with NTC latest by February 18, 2020 for participation in the public hearing by providing names of the participants with their telephone numbers (Cell/LL) and fax numbers to the Secretary NTC on fax No.051-9221205. The comments and suggestions may be supported with requisite, information and documentary evidence(s), which must be brought to the public hearing.
