Prime Minister Shahid Khaqan Abbasi has called for a "national dialogue" on civil-military relations as well as on the role of judiciary and National Accountability Bureau (NAB) and "who will be responsible if judicial decisions cause trillion of rupees fiscal impact on the government."
Speaking at a news conference on economic performance of the present government along with Minister for Finance Dr Miftah Ismail, Minister for Information Maryam Aurangzeb and secretary finance, Abbasi said that political instability whether due to Panama Papers case verdict or sits-in always had a negative impact but in a gradual manner on the economy.
The Prime Minister spoke of 'national dialogue' when a questioner asked him about former Prime Minister Nawaz Sharif's recent statement about parallel governments in the country. Prime Minister Abbasi further added that national dialogue is needed to know as to who will be answerable if NAB actions paralyze the government's functioning.
Shahid Khaqan Abbasi dismissed a question about delay in election and stated: "There is no room in the Constitution for delay in election and summary to this effect forwarded to the Prime Minister Office was forwarded to the President and now the date of July 25 has been announced for general election 2018."
In response to criticism of burdening the country under foreign debt, the Prime Minister said that debts are important for creation of growth and GDP growth was increased to 5.8 percent during the tenure of present government from 3.68 percent in 2013. "We have taken loans for investment," claimed the Prime Minister.
Abbasi said that tax amnesty scheme was introduced to bring about reforms in income tax and stated that those who wanted to benefit from the scheme are waiting for a decision on a case pending before a court.
The Prime Minister said that the government gives honorarium to the government employees every year but there was no uniform criterion for it. "We have made the honorarium uniform," he claimed, adding the decision will not have any financial impact.
Later, the finance minister said that the honorarium was not announced for all the ministries but for those who have been working extra hours during the budget session. He said that officials of Finance Ministry are allowed six honorarium and those 150 employees of Federal Board of Revenue (FBR) are allowed 4 honorarium while BOI and Information Ministry's officials are allowed two honoraria.
Finance Ministry has forwarded a proposal to the Prime Minister with various suggestions but confusion was created by the Prime Minister.
Miftah Ismail said that now the decision will be taken by the ECC in this regard probably today (Tuesday).
