PM's revised package: TMA shocked over ending its role in verifying DDB

The Towel Manufacturers' Association of Pakistan (TMA) has expressed 'surprise' over the government's move for eliminating its role in verification of Duty Draw Back under the Prime Minister's revised package for exporters. A letter, which the TMA dispatched to the State Bank of Pakistan, also provided to Business Recorder on Friday, saying that the association had its significant role in the past in certifying the authenticity of documents with due diligence in RND, DLTL and DDT.
It said that the Textile Ministry, which has more than 7,000 registered industries with its RDA Cell, will face a difficult and challenging job to entertain all manufacturers and exporters in a minimum time, regarding to providing an 'Edit Option' to those units having made mistakes in the claim documents.
"Previously, association has done this job very efficiently and timely as the case has been divided on product basis on one hand while on other hand normally association work 6 days a week and in emergency 8 days with extension of time from 8 hours to 12 hours which is not possible in Ministry of Textiles as they work 5 days a week," according to the letter.
The TMA has its expertise regarding the over invoicing with textile products know-how. "In the package, Government has also allowed additional 2 percent Draw Back for exports to Non Traditional Market in the case only Association can carry out due diligence as association knows better shipment documents," it added.
The TMA said that it also has expertise on H S Code but bankers may lack such knowledge to handle huge volume of records of different products. "Keeping in view the track of Association performance in implementing government time and again without a single incident of error misappropriation of any sort at any stage occurred from RND, DLTL to DDT under Prime Minister Package," it said. It requested for restoration of its role in verification process so that the Prime Minister Package can be implemented in its true spirit.
