The Inspector General of Police, Sindh Ghulam Haider Jamali has shown his no-confidence in Justice Amir Hani Muslim and told the Justice he has been biased against him. The IG also said the Justice is in close contact with an enquiry committee being engaged in investigations on unlawful recruitment in Police department and added that his self-esteem was not considered in light of the Article 14 of constitution of Pakistan.
Justice Muslim while pacing his remarks in response to the comments of the IG said that he has been conducting the proceedings of the hearing with complete impartiality and on merit and in case the IG feels he is not satisfied or has objections on his attitude or verdicts, he could file a review petition.
Justice Hani categorically said he would not quit the 3-member bench of the Supreme Court that is conducting the hearing of the Karachi Lawlessness case hearing under s Suo Moto notice as we are only answerable to God Almighty. Meanwhile, a report on unlawful recruitment and corruption in Police Department was submitted in the apex court on which content the apex court had shown astonishment. Additional IG Sanaullah Abbasi had submitted a fact-finding report, which carried details about corruption. According to report, huge funds for meeting expenses of investigations were released to police in Matiari, Kashmore, Mithi and Dadu. For Matiari, funds amounting to 22300000 were released while 131000 and 490000 were given to Kashmore, Mithi and Dadu police. As a whole, investigation funds amounting to 210000000 were released of which 99 percent money was paid in cash while according to law, funds could only be released in form of crossed cheques.
In response to a question by Justice Shaikh Azmat Saeed and Justice Hani, AIG Abbasi said IG Sindh Ghulam Haider Jamali and AIG Finance Fida Hussain Shah are responsible for embezzlement in this huge investigation fund. He further apprised the apex court that the Special Branch was paid a sum of 5 million, which was illegal as the Special Branch does not have the mandate for investigations. In the apex court, Deputy IG Sultan Khawaja told the bench that blue-eyed people were favoured and the CCPO had on direct orders of the IG released funds to SSP Investigations district west while the SSP West had the authority for releasing funds.
On this occasion, the IG while addressing Justice Amir Hani Muslim said his self-esteem was not protected from being spoiled and inappropriate remarks were passed. The IG also said he (Justice Hani) has directly been in close contact with the members of the enquiry committee. The IG said he (Justice Hani) has the biased attitude toward him; to which Justice Hani said he has never been biased and won't leave the bench as he is doing all on merit. However, he (IG) might file a review petition in case he is not satisfied.
In the meantime, the Rangers' lawyer sought an extension in Rangers' powers on yearly basis and also for setting up Rangers police stations and appointment of prosecutors by the paramilitary force. While responding to the request of Rangers, Justice Hani replied that the federal and provincial governments should find an amicable solution to the issue in a meeting of the Sindh Apex Committee. Justice Saeed also remarked that the apex court has done its job and it is now upto the federal and provincial governments to see as how they would look into it.
