KP Chief Minister Pervez Khattak Monday warned Chief Executive Officer (CEO), Peshawar Electricity Supply Company (PESCO) for provision of 13% share of the power generation in the province within a period of one week. Otherwise, he along with opposition parties will stage sit-in in front of WAPDA House, Peshawar.
Speaking in Khyber Pakhtunkhwa Assembly after the passage of the provincial budget for financial year 2015-16, the chief minister said that federal government is agreed on the provision of 13% power share to the province. But, officials of PESCO are intentionally not ready for it. He said that it is their long standing demand that the province should be given its due share of 13% electricity in the total national power production.
He was critical of the attitude of the PESCO authorities, which he said had created the present situation in the province. He said that for the purpose to hide their theft, the PESCO authorities are not ready to receive its own share of power. He said that after the passage of the deadline, he will make the PESCO authorities accountable for it.
He said that Rs 7 billion is being spent on micro-hydel power stations and schemes of six months time period of will complete this year. He said that 35 megawatt electricity produced from the micro-hydel power stations will be supplied to the people at the rate of Rs 2 to 4 per unit.
The chief minister said that measures have been made for giving maximum relief to poor in the budget for financial year 2015-16 and a hefty amount of Rs 16 billion has been allocated for provision of subsidised ghee, flour. He said that farmers will be provided free seed. However, there will be one condition that they will have to sell 50% of their produced wheat to provincial government. The initiative, he said will help benefit the government and transportation charges on wheat procured in Punjab and other parts of the country will be curtailed.
He said that efforts have been made for presenting a better budget, saying that it would have better if opposition have also attend the budget session and presented their proposals. The presence of opposition will have benefited them but they did not play their role.
The provincial budget for financial year 2015-16, which 21% higher than the outgoing financial year, he said had prepared with hectic efforts. He said that a fund of Rs 100 billion has been allocated for annual development programme (ADP) while the local government ADP has been increased by 43%.
He said that the system of development will come through local government and if it operated in right direction, then development will be witnessed in the cities of the province. He said that under the new local government system 43000 elected people will serve the people and no one will have complaint in this regard. Regarding reflecting huge amounts on basis of assumptions, he said that they had reflected a receipt of Rs 63 billion in head of net hydel profit. He said that in this regard the federal government had agreed to present the problem in the Council of Common Interest (CCI) for which they had already prepared a draft.
The chief minister said that they are making all out efforts to promote good governance, adhere to merit, government remain transparent sans any corruption. He said that their government is clean and fair and will go to the people to show them difference. Dispelling the impression of discrimination in development funds and concentrating on few specific districts, he said that development schemes of all legislators including opposition have been adjusted. He said that cleanliness and sanitation facilities are also extended to all districts and a company with the name of Water Supply and Sanitation Programme (WSSP) has been established for provincial metropolis and from this year it will start work all divisional headquarter levels. Similarly, he said that emergency Rescue 1122 service will also be extended to 13 more districts during the year while remaining districts will get the facility from next year.
