CCP approves PIA acquisition by Arif Habib-led consortium

The Competition Commission of Pakistan (CCP) has approved the acquisition of Pakistan International Airlines (PIA) by PIA Equity Limited — a consortium of companies, including Arif Habib Corporation, Fatima Fertilizer, Lake City Holdings, City Schools, and AKD Group.

The approval follows a Phase-I competition assessment under the Competition Act, 2010.

This acquisition is part of the Government of Pakistan’s privatization initiative and aims to revitalize PIA, reducing its reliance on government support.

The CCP found that Pakistan’s aviation sector remains competitive, with key international and domestic players.

The transaction was classified as a conglomerate merger, showing no overlap or risk to market competition.

The Commission concluded that the deal would enhance efficiency and service quality in the aviation sector.

While approved from a competition perspective, the transaction remains subject to further regulatory requirements.

The CCP continues to support initiatives that promote market transparency and economic growth in Pakistan.
