ISLAMABAD: The Federal Investigation Agency (FIA) has registered a case against Najaf Hameed, a former Patwari and brother of former Inter-Services Intelligence (ISI) Director General (DG) Faiz Hameed, along with two others, over alleged illegal land transfers using fake documents.
The First Information Report (FIR) has been registered by the agency’s Anti-Corruption Circle (ACC) against Najaf Hameed, former Halqa Patwari of Mouza Pind Parian, Islamabad; Abdul Zahoor, a revenue officer in the Islamabad Capital Territory (ICT); and Khalid Munir, a resident of Sargodha. The accused have been booked under sections 109, 409, 420, 468 and 471 of the Pakistan Penal Code (PPC), as well as sections 5(2) and 47 of the Prevention of Corruption Act, 1947, the FIR says.
The FIR states that following an inquiry (No. 229/2023), it was revealed that the accused, in alleged connivance with one another, transferred one kanal of land located in Mouza Pind Parian, Tehsil and District Islamabad, from Khalid Munir to complainant Mulazim Hussain through a registry dated December 16, 2009.
The investigation further found that a Fard Malkiat (property ownership certificate) for one kanal of land in the name of Khalid Munir had already been issued by Najaf Hameed on November 11, 2009. Subsequently, Najaf Hameed allegedly entered Mutation No 10644 dated February 16, 2010, transferring one kanal of land in the name of Mulazim Hussain. This mutation was approved by Abdul Zahoor on February 26, 2010.
However, the FIR says that on October 31, 2022, when the complainant approached the Halqa Patwari of Mouza Pind Parian to obtain a fresh Fard Malkiat, he discovered that only 10 marlas of land had been transferred in his name instead of the claimed one kanal.
The FIA alleges that the accused issued fake and bogus registry No. 5886 dated December 16, 2009, and mutation No. 10644 dated February 16, 2010, showing the transfer of one kanal of land, thereby causing loss to the lawful rights of the complainant.
